It's a combination water ride and shooting gallery.  I used to live near that park and would always hit up that ride at least a few times every summer.

Yeah for some reason these aren't very popular on the east coast.  In my travels west I always run into one, but it's been a while.... I assumed they were extinct.

I know that universal and disney have modern takes on this now, but I think it kind of loses it's charm without the herky-jerky mannequins.

There is a sort of hybrid at Santa's Village in NH.  No jerky mannequins, you're shooting at "humbugs" that are really IR targets.  It has an LED display on the car that keeps track of your score.

You know I always do a fairly big Halloween display.  One of these years I need to turn it into a shooting gallery like these.  ;)
