Instead of creating a theme from scratch, it is much easier to re-skin an existing one.
https://retropie.org.uk/docs/Themes/For example, "tronkyfran" is the same as "simple", but with different background pictures for the System menu.
The theme files are located in /etc/emulationstation/themes/, but you might have problem directly accesing/altering them due to file/directory permissions.
IIRC, here's the workaround I used:
- Load retropie on one SD and Raspbian (GUI) on another
- Boot to Raspbian GUI with the retropie SD in a USB reader and a thumbdrive with the desired pictures
- Open two file manager windows and go to /media where you'll find the thumb drive and the retropie SD directories
-- Navigate one window to the pictures on the thumb drive (source)
-- Navigate the other window to the theme, system, art directory with the pictures you want to replace (target)
- In the source window, copy the path
- In the target window, pulldown menu Tools -- "Run a command from current window"
-- If the filenames match ==> sudo cp [ctrl-V to paste path]/filename.jpg
-- If the filenames don't match ==> sudo cp [ctrl-V to paste path]/thumbdrive_filename.jpg filename.jpg
