You don't have to discharge a monitor to remove it, in fact it's probably more dangerous on a lot of cabinets, but it's just plain irresponsible to not do it after you remove it.
And I reiterate, he needs to read all the information in the monitor forum stickies before he even tries to remove anything.
If he touches something on the monitor and it shocks him, no, he probably won't die, but he will drop the monitor and either destroy it, or break his foot, or worse.
