This thread hurts my brain ... I am being pulled to one side by the little voice saying "be helpful to the new guy who needs some guidance" and pulled to the other side by the little voice saying "bitchslap the obnoxious guy who somehow fails to see that people are trying to help him".

We can't help you if you refuse to listen and learn. Part of your refusal to listen is likely due to your inexperience and a building frustration with that inexperience.
First, if you are relying on your parents to buy this and they won't buy the cabinet then your time is better spent reading and learning, not yelling.
From what I read, you want to build a cabinet to play VF2 (and maybe some other games) for less than it would cost to buy a dedicated VF2.
Is that correct ?
You really need to slow down, exactly like mccoy suggests (and he is more polite about it than I will be) ... you don't yet have the first clue what to do but you seem to insist on telling everybody that they are wrong or that they don't understand.
I sincerely doubt that you can come up with a situation that stumps the folks here ... it's not like we don't know what we're talking about ... it's that you aren't yet able to ask the right questions (and there is no crime there!)
Slow down, listen and learn and things will go more smoothly.
