I fixed it.  I just redid the VGA breakaway cable I bought off of Ultimarc.  I guess everything wasn't actually touching.  It looks great now.  Thanks to everyone who replied.

     Alright, this is my first MAME project.  Obviously this is also my first time connecting an arcade monitor to my computer.  I have a Wells Gardner 25k7131 120v 60hz 100watt max monitor.  
     I bought the VGA breakaway cable and the ArcadeVGA video card from Ultimarc.  I deleted my previous drivers by running the program Ultimarc suggests, then I booted up windows and ran his drivers.  The drivers appear to be working, but when I plug in the monitor I barely receive a picture.  There was some rolling so I adjusted the V-Hold, V-Pos, H-Hold,...etc.  I still don't receive an image.  If I tug on the VGA breakaway cables and move them around, I can make out my windows desktop, but this image is not very clear and experiences rolling and random bands of color.  (I've also already tried making a composite sync, but this did not seem to help).
     Also, I believe the issue could reside in the VGA breakaway cable.  If I plug the cable into my computer, when the computer is off, I get an image on the monitor.  Could this be a grounding problem within the cable?  Thank You.
