The Ipac should work great w/ the jumper set to MAME. Open up Notepad, and verify that you see these keys as the joystick/buttons are pressed as shown:

Joy2 Right:  G
Joy2 Left:    D
Joy2 Up:      R
Joy2 Down: F
Plyr2 Button1: A
Plyr2 Button2: S
Plyr2 Button3: Q

If you don't see these responses in Notepad, then you have it wired wrong. If you don't see ANYTHING in Notepad, check your ground wiring.

You should only have to use the utility program if you want to change the default "MAME" setup. In most cases, you don't have to do this.

I think you are playing a SINGLE Control Panel game ie:Pacman. Mspacman etc... This type of game are alternating games, which uses only 1 joystick for both player 1 and 2. When player 1 dies, then its players 2 turn using the same joysticks and buttons...

Try a game like Metal Slug that uses all three buttons and both joysticks.  See if that works, because if there is an input in Notepad for player 2, then Thenasty is right, and that means you're playing games that only has one joystick as the input.
