I have a Zenith arcade monitor, 25k7193 from a 1991 spiderman game.  I am hooking it up to my computer.  I read a bit here and found out that I need the ArcadeVGA Card.  Do I REALLY need that or can I use something else cheaper?

no matter which one you choose, you will need a breakout cable (check wiki).

You can always go for what you have now, a regular video card and use a software to drive it down to 15khz (make sure that your card is listed on the supported card list).
Some don't like using a regular one cause of the BOOT/POST of the PC (but there are ways of fixing that).

AVGA = Make life easier
VGA = Needs tweeking and time to make work.

that would be a wells gardner monitor and make sure that the 25K you posted is not a medium res only :badmood:

Think the 7500 series is medium res... Spider Man is a standard res game.
WG has some funky numbering schemes... I have a 27" K7391. Ken Layton helped me determine what it was. WG has no literature on it and I couldn't find the model number elsewhere. I worked through my connection issues basically by trial and error.

I have the exact same monitor, I use Soft 15 on it with few issues

EDIT: mines a 27k7193  which I think just means the chassis is for up to a 27" tube
