shuffleshot & pacnpal probs

So i am having trouble getting these two games to run.
With shuffleshot i get

C:\Mame>mame shufshot
shotprm0.140 NOT FOUND
shotprm1.140 NOT FOUND
shotprm2.140 NOT FOUND
shotprm3.140 NOT FOUND
ERROR: required files are missing, the game cannot be run.

pac & pal i get
C:\Mame>mame shufshot
shotprm0.140 NOT FOUND
shotprm1.140 NOT FOUND
shotprm2.140 NOT FOUND
shotprm3.140 NOT FOUND
ERROR: required files are missing, the game cannot be run.

Does this mean i have a bad roms or do i need another file that may have part of the driver?

it means the file are missing. You need to find them.
