Do you guys think you can emulate NES, SNES and N64 without any problems?

C7s tend to be slower then the same speed intel chip.   Here is a sbc that is half the price with basically the same setup.  Don't know how the emulators will run as I have not used any of them.

If you avoid using Vista then the answer is almost certainly yes. It's easy to forget just how damn fast a 1.5ghz processor is, even the ones made by VIA. It's not that long ago that I used to comfortably run MAME on a computer fitted with only a 350mhz processor.

If you decide to use Vista, which in my experience is extremely resource hungry, then I'll downgrade my answer to probably.

Most likely I would be running tiny Xp.

I would like s-video or composite, I'm looking for one with built in S-vid or composite so I can keep it small.
