If you have a router you could use a metal plate to mount the Tempest spinner, and route the wood so it is flush (ie: 1/8" plate, 1/8" recess in wood)
As for attaching the plate to the wood permanatly...
There are very powerfull adhesives to consider, like the black caulk used to 'glue' winshields in place, I've changed a few windshields in my day and that caulk is so super powerfull it has to be sawed with a wire saw from the chassis, it takes two guys nearly an hour to saw the windshield out of it's adhesive.
Although I've never 'glued' metal to wood, if I had to I'd use the black winshield caulk, try it on a test piece...
Another thing to consider, the spinner won't be 'pulled up' on too much, it probably dosen't require a super resistant bond.
Alternately you could weld bolts to the bottom of the plate, and attach them through the wood with nuts.
