When soldering a LED to a resistor, does it matter which leg you solder it to?

No.  It will limit the current wherever it is in the circuit.

If you are new to soldering I would recommend attaching a clip-on heatsink onto the led wire that you are soldering between the led and where you are soldering.  Leds can be killed by applying too much heat to them.
