Could be a voltage issue or faulty board.

Try using USB3 or get a daughter card for more ports.

I would get a better quality zero delay board from amazon for $10.

Have you tried testing both controllers together on another PC to see if this is still an issue? That does, like Vocalitus says, sound like it could possibly be a voltage issue. I'd test just to be sure, that the issue isn't traced back to the motherboard itself.

no voltage issue..as i plug some into pc and to usb hub which i have external powered....i have connected over 10usb  items like keyboard, mouse, steering wheel etc..no problem... my guess is...its look like pc dont know difference between controllers... like it show 2 controllers but can control only one in same time....

I may be going mad but there was an oddity I have heard about with some zero delay encoders,  ensure that all your connections are plugged in exactly the same on both controllers.  So U/D/R/L on joystick and however many buttons you have, ensure in exactly the same sockets on both.   Do not have any additional buttons on either, so if only 1 coin input leave it out for now and use 5 on keyboard to insert coins.

Also check your Mame/Emulator settings and make sure you have Multiple Mice and multiple keyboards enabled.
