Typically, the sleeve in that style of bearing pivots in the housing because they are normally used in self-aligning applications. This means that there are a few degrees of movement of the sleeve so the shaft hole isn't necessarily always perpendicular to the flange. If you are using 2 of them, then it should be okay. But using a single one will cause your spinner shaft to move around a bit, possibly causing a problem with the encoder wheel/optic board alignment.
