I have just finished building a cocktail cabinet and installed the jamma 412-in-1 controller. I went over the directions and have quadruple checked all the details. But I am unable to load any games. Aslo when in the setup mode I can not do a system I/O check. The system just stays in the menu screen and never goes to the I/O screen. I am able to go through and do everything else in the menue system. When I try to load a game it scrambles the screen and then returns to the game list screen.
Any suggestionson what the issue could be? And pin 27 is not to ground.

Did you buy it new or used? Did you or the prior owner attempt to hack/mod the SD image?

It is new. Purchased it as a kit with power supply, buttons, joystick and monitor.

Try doing a factory reset in the system menu. If that doesn't work consider returning it.

The 60 in 1 jamma boards require a coin inserted before you can move around the selection menu. You need a way to toggle the coin insert before it starts to work.

Does not sound like a coin issue OP says a game starts to load and then goes back to menu.

Thanks for the input guys.
I found the problem. On player one side the prong on the B push button was bent up touching the other and causing it to be going to ground all the time.
