The joysticks come with 2 black dustwashers. I get that one goes over the artwork/plexi... Where is the second one intended to go in a typical install?

I put the second one in between the mounting plate and the CP. Extra protection from dust falling into the base, when the top-side washer doesn't cut it.

Personally I like the look of a clear washer on top, with a coloured or black washer seen through it. Like so:
