I run one that's basically running the same games as a 60-in-1, but with an AtomicFE menu and controling a GP+Wiz for LED buttons. It's fine for that.

try craigslist for used dells like that. i'm in bay area, ca and I can find complete used systems for less than 50-100 bucks.
You still need a power supply, so figure 40 dollars for a decent one.
Many people are upgrading from P4s and Dualcores and are unloaded their old desktops now.

If you are dead set on an itx board and are lloking for slightly more power, consider looking at some boards that support socket 479 core2 mobile processors. There are also lots of itx units that can accept standard desktop cpus

Another option would be to use an AMD based itx board that has a built in APU. You can get one for as little as 50 dollars and they have a processor and graphics core built in. Most of them also support the latest sata and ddr3 standards so that's another sizable boost to your emulation rig.

I used to use atom dual processor mini itx boards but they have become harder to find so I switched to a newer motherboard with dual new generation celeron processors that have much better performance and still use very little power.  Memory is cheaper because it is DDR3 but they are not passively cooled as they have a very low noise fan on the cpu.
