Its a bit hard to tell much in the video but definitely you've got to get the voltage adjusted to the proper 5vdc at the board. a low voltage can give issues similar to this on start up. Its always important to make sure you have your 5 volt properly set before anything further.

By 5 volts, remember you want about 5.1 or 5.2
some boards will give issue with something like 4.8v
did you actually meter it at the input to the board or possibly even on the power pins of an ic?
If you have 5 volts at the power supply, you are guarenteed to have 4.8 or lower at the board.

Are all of the socketed chips on the board in correctly? meaning no bent pins and in the correct direction (pin 1 where it should be)
after you verify the chips are in properly, one thing you may wanna check is with the board powered up, feel all of the chips and see if any are very hot to the touch.

So you've got 5v at the board, all the chips are seated correctly and no chips are hot to the touch?

just a shot in the dark but are any switches stuck on like maybe a jammed coin switch or something, maybe even the test or tilt switch hooked up to your jamma harness.
I'm assuming your other board ran good in this cab, is that correct?

Maybe you should also try reseating the two boards together.

Sounds like you may have moisture in your capacitors.  Try putting the board in your microwave for 30 seconds and see if that dries them out.

so i used a heat gun on the capacitors and still same thing except the audio is starting to sound clearer

Listen, everyone's gotta start somewhere, and asking questions are key to learning for sure.  But do yourself a favour and utilize the power of google beforehand. So that at least you'll know what proper advice is, and what comments are meant to yank yer chain.
"how to repair arcade boards" is what I typed in, and I found a lot of pages that give you a starting point for things to look for.

But, if you're just a lazy ass and can't be bothered to look up the basics, then I say you had it coming.

I don't mean to be harsh, but you can't just expect people to spoon-feed you if you don't put in a bit of effort first.
