Ctrl alt and arrow keys??

I recently installed an ipac unit into my new Mamet cabinet and am finding if I press and hold button 1 and 2 down, the joystick becomes unresponsive. I'm using default Mame keys so button 1 and 2 map to control and alt with the joystick mapping to the arrow keys.

I've done testing In Notepad and am finding the same issue with the ipac and going through a normal keyboard. I've plugged the keyboard into another pc and it tested fine indicating the keyboard is able to register control alt and arrow keys. I'm thinking it's either os or pc hardware. It's running on a p4 windows xp. The windows xp install looks Romanian version or something like this

Anyone else have experience with this issue?

Maybe switch the keyboard to English in windows?
