Can't get Horizont.ini working

I'm running Mame.140 with Windows 7. I'm trying to setup a Horizont.ini file so that horizontal games display without any scanlines, while the default mame.ini does use scanlines. Reason for this is because on my monitor the vertical games look great with scanlines but the horizontal games do not. So I just want to tweak that one line.

My Horizont.ini file is placed in the ini folder in my Mame directory. One single line in that file reads "effect none". But it still always displays Horizontal games using scanlines. What am I doing wrong?  :dunno
