30ms saved a lot of lives when they upgraded brake lights from incandescent (what a stupid word do English use for that) to LED.

And how exactly did they prove that?

These sort of things cannot be proven. Only be statistically estimated. And the estimation was signifficant enough to force all cars to have LED brake lights.
