Enable joystick input in Pinmame?

I basically want to be able to play Baby Pacman on my panel. The input for the joystick on this game are the arrow keys. I can enter the TAB menu for Baby Pacman but of course I can't enter my joystick inputs because the joystick hasn't been enabled within Pinmame.

I can't make a "Pinmame.ini" either as there is no Pinmame.exe in my directory like you get with standard Mame. There is a default setup menu for Pinmame but it doesn't include anything for joystick input. I thought about making an individual .ini file for Baby Pacman but that hasn't worked either. If nothing else I'd like to be able to navigate the TAB menu with the joystick like I can in standard Mame.
