Punch Out Green Screen

Here is a photo from my newly acquired Punch Out cabinet. Does anyone know a solution to the green screen and the top monitor not working?

The monitor is a Sanyo 20-EZV

I tested my power transformer all is working, I tested the power supply and all is working,  the top is not going on at all, the bottom is just a green screen. Should I be hearing game sounds even if the monitors are not working properly? Could a replacement cap kit for a Nintendo 19" Sharp monitor fix the power problem for the top monitor? or is it shot?

Yes.
We tend to call that "playing blind".

I wouldn't even think about the monitors until you can get some form of game action going on. The bottom screen showing green means that it is at least "on", but has no true signal coming from the game board.
The top monitor may need investigating later..... AFTER you get game play going on.

If power going to the board seems proper, then I would start by pulling and re-seating all the socketed chips and wire harness connections, including any interconnections between the boards in the cage.

Yep yep, you have a board problem... and possible a monitor problem with the top monitor? Check all the chips, check voltages on the board to make sure that the juice is getting from the power supply to the boards. Double check all the wiring for the power to the boards. And check for cracked solder joints near the connectors on the boards.

of course the easiest way to trouble shoot this is swap the video signal from top to bottom monitor-proves where the problem is in an instant
