I just did a cap kit on my donkey kong monitor.  It fixed the jailbar issue I was having but I noticed it's doing the "hula". 
I saw on generic monitor flowchart that this might have something to do with the B+ voltage.  I was going to try to adjust it but I don't know where it's at on this monitor and I thought I would check with a few of the resident experts before making things worse.

I found an old post by Lutus that helped me fix the issue.  He had the same issues and it turned out his B+ voltage was low.  He even has a youtube video showing where the B+ adjustment was.
