Turn down brightness, and turn up contrast. Despite the naming, brightness is not actually brightness. Brightness is the black level. Contrast is the white level. Turning up contrast will make white spots brighter, and turning down brightness will make blacks darker.
If things are still really dim, then chances are the issues are not correctable from the user adjustments alone. Given the likley age, it is possible that the tube itself is simply weak, depending on how much it got used. Try adjusting brightness/contrast correctly first, then, if that doesn't help, other things can be tried before you throw it out.
