Just went through the same issue when I was setting up Mamewah.

In the your mame directory(Not mamewah) just edit the mame.ini and enter the words         scanlines           next to the option for effects.

Effects                  scanlines

#
# WINDOWS VIDEO OPTIONS
# use d3d or ddraw
video                          d3d
numscreens                1
window                       0
maximize                    1
keepaspect                1
prescale                     1
effect                          scanlines
waitvsync                  0
syncrefresh                0

I know one thing...
You can't follow directions.

In the your mame directory(Not mamewah)

This means the program M.A.M.E., not the mame folder in mamewah.

i ran it and it said it cant find roms and it crated the cfg folder. inside of that folder is default.cfg and empty.cfg the documentation said to type "-createconfig /-cc" to create the mame.ini file but when do i type that, this is really confusing.

So there's no INI file of any sort in your root Mame folder?

I'm not at home, so I don't have it in front of me to help.
What version / build of MAME are you running?

just goto dos, goto your mame directory and type

mame -cc

and hit enter

that should create the mame.ini for you

Ok do to a sound problem i switched to fastmame 84 and it works wonderful. But here is the problem i have both a fastmame.ini and mame.ini i set both of them to scanlines 1 and it still didnt display scanlines. Yes there is the scanlines file in the artwork folder.
