Is this the same as an ISO transformer

Is that the same as an ISO transformer that connects to a monitor?  Because That is what I have in a ms pacman galaga reunion machine, and I want to get it going today, also I have an iso transformer from another machine that I could use if that is not one, I'm using the monitor from my old galaga, and als can i use the wires coming from that "emi filter, that is pictured, and run them into the iso transformer, then out to the monitor and marquee light?

No. That's an EMI filter.

On an ISO transformer the 115v is the + and the 0v is the - wires?  Like going out of the iso trans, will i connect the black wire to the - (0v) and the white wire to the + (115v)?
