Binding Keys in MAME

In every emulator you can just click configure controller and bind keys the way you like. Why Cant you in Mame?

I just got a LCD TOPGUN and it works perfect on my windows desktop but I cant get the thing to work in MAME at all. I cant figure out how to bind keys in Mame. Please help me out

Press tab once you start the game and go to 'input'.
