Well, I'm up at 4 AM, but I've finally finished my CPO art! I'm very pleased with how it's turned out. The special effects started out OK, but once I found an online photoshop tutorial it became chaotic bliss! I love how Ryu's lightning came out, and I'm quite pleased with Sub-Zero's icy mist coming from his hands and mask. Also, another small feature that I'm proud of, even though it migh not seem like much, is the snowflakes floating through Sub-Zero's mist from his hands. I included a close up of it so you can get a good look at it.

Whew! I'm just happy it's finally done. All that's left on this beast now is to add the lettering and arrows for the buttons and joysticks. Yay! ;D

Which tutorial did you use?  I've found some good ones, but always on the lookout for others.

I know I said the image was done, but I just couldn't let it go without sprucing up Ryu's fireball charge a bit more. I decided I needed a cleaner look for the "nucleus" of the fireball, and I wanted it to match the lightning effects I had around it. Check it out. :)

Great CPO buddy, I have a coupe of questions firsty the software you used intially Illustrator is it relatively easy to use? I am thinking of purchasing it, but want to be sure as it is not cheap.

You then used photoshop to enhance the image, what exactly did you do to the image in photoshop?

Was the backdrop for your CPO created in illustrator or was it drawn freehand and then scanned?

Illustrator is pretty easy to use. It has a lot of power, so learing all the cool little features might take a while, but you should be able to learn the basics of digital inking within only a couple of hours of tinkering. It's great software.

I used photoshop to do all of the effects, save for the surfaces of the buildings. The buildings were drawn and colored in Illustrator, however I adjusted the lighting in Photoshop to match the night sky. The stars in the sky were also made in photoshop.
