I'm not a "guru" per say, but I can share what I know about CRTs...
I know nothing about monitors so if its too risky to fix myself then anyone interested in buying it off me.
There is enough stored voltage in the capactior to kill you, no joke

. If you don't know what your doing and don't know how to properly discharge a cap, LEAVE IT ALONE!
If I had to take a guess with the information given, I'd say the capacitor is bad. Diming means a loss of power to the beam, it's just not providing enough energy for a full picture anymore.
Have you heard a noticeably loud pop or a crack at all? If you smell in the back of the monitor, does it have the very familiar burnt capacitor (Melted plastic) smell? If so, the cap will need to be replaced, but once again, if you don't know exactly what your doing, don't even try. FAR too dangerous without the proper tools/knowledge.
Unless you have a case like neuromancer and the monitor costs a fortune compared to what it will take to fix it and have it shipped, you'll be money ahead to just dispose of that one and go buy a new one.
