60hz monitors with a/v in?

I'm looking at a pair of old, probably 13" video editing monitors.  The only inputs they have are a/v... but the back lists the monitor as 60hz.

Now, I think I get it, but a regular 13" tv would be 15hz, yes?  So these, if I'm right, are similar to the old Commodore monitors?
