What is this physical/neurological condition?

A quick sloppy google didn't yield anything, and I have no idea how to label this for search engines. Essentially, I know this guy (in his late 60s now) who's apparently always had a nervrous bit of energy. Can't stay still, and a bit jumpy in his verbalizing. You can see him holding himself back if your answer to his question isn't at the same speed. What I'm most curious about is he has this.....behavior.....of snapping his jaw. Almost like an animal. Sometimes it's blatant, his mouth opening and head jerking. Other times, when he's less frenetic, it's very mild, you can only hear his teeth snap together.

He isn't autistic or a savant or anything. What the hell is this?

Could be Tourette's. Everyone assumes that that condition results in involuntary swearing, but actually each person that suffers from it has their own unique symptom.

Is this guy's name Sam? You described exactly what a former co-worker started doing at one point and he said it was hereditary, but never elaborated on what it was exactly.

 A clicking jaw is probably TMJ.  If you open or close the jaw slowly, its less pronounced.
The mental thing, is probably something alone the lines of ADHD.

@Ray: I thought of Tourette's, but it didn't seem to fit with what I knew. Looking that up, it may well be what he has. It's an un-nerving thing, I tell ya.

@X: no, it's not TMJ. Yes, I've known about artificial sweeteners, hydrogenated oils, etc, etc, for over a decade. And have been fortunate to have naturally dropped interest in soda, coffee, fast food, and other things in my early to mid 20s.
