is there any utility to rename roms to make sure they are the proper names
so that the proper artwork will download with emumovies
i'm looking for a utility to do consoles as well as mame

clrmamepro and the right dat files for your sets would be the best bet. I think that Emumovies uses the no intro sets for naming conventions. If the files you have are not the no intro sets this could be a lot harder.
You could try using some Hyperspin tools, Dons Hyperspin tools are pretty good for renaming and the like. It does the naming convention based on the xml you have. As Hyperspin lists are generally based off the No Intro sets this should do what you want.

If you don't use Hyperspin, or just want to keep your current naming scheme, I would suggest FuzzyRename.
http://www.waste.org/~winkles/fuzzyRename/.
Scans your roms, trys to find matches for your videos, and then outputs them with matching name. Works great if your videos are named closely but not exact.

i use dons hypertools.
or you may want to acquire what are called no intro roms
