How to fix horizontal color bars

I have a 21" Dell P1110 I would like to use for Mame.  However, I get red or blue bars on my monitor.  The bars aren't at a permanent location.  Rather they appear depending on what's on the screen.  For example, in the attached image, red bars would appear between lines of white text on black background.  Could someone point me to the right direction on how to fix this problem?

I think I remember hearing that something like this can be caused by bad/no ground connections.Check your wiring and the connectors on the monitor and video card.

I've already checked all the connections from the monitor to the video card and tried different cables.  I've read people talking about a cap kit fix.  Would changing the caps fix my problem?
