This is really unfortunate. They have rules to follow that are very strict. Some of the employees bend the rules at their risk and while I understand being a "company man" and following all of the rules, I used to get mad at rules that just didn't make sense.
Example: you don't have a tablesaw but need a 1x12 pine board ripped to 1"x10.5". You can do it with a circular saw yourself, but it would take about an hour to get a straightedge set up, wood clampled, and cut made. This is something that would take 5 minutes start to finish on the Home Depot panel saw (setup and cut made). The problem is that employees are not allowed to rip boards under a certain width, and 12" is too small. Some employees will make the cut, some won't. I don't agree with the rule and while I have a tablesaw and don't need this service, I've seen people it would really help out.
However, the rules I hate are in place because of situations like yours. Every time I get annoyed at something like this, I'll be forced to think of your situation where Home Depot got burned by trying to help you out.
I guarantee that if this guy didn't get fired, every employee at that Home Depot got a lecture about what happens when you don't follow the rules.
Instructions here were given by word of mouth and a communication problem leads to a customer going to a public forum and telling Home Depot to burn in hell. It's probably not the place of an 8" dog to say this, but I'd be embarrassed if I flew off the handle like this. Especially when Home Depot bent over to eat every cost you incurred during the construction of this CP.
tomorrow I am going to talk to them taking in all the bills for the paints / wood / cpo and ask them to get everything replaced.

Out of curiosity, how much did they charge to do this for you?
Nothing. They don't usually do this kind of work. I'm guessing there is too much risk involved. That's just a guess though.
Now that I ripped you a new one, here is a piece of advice. If you want to do it right, the amount you should recess should be very precise. Make sure you know the strength of the remaning mount. If you just dig a small hole in the bottom of the panel, you may end up with a joystick that rips a big hole through the top of your panel. That piece of information would have cleared things up with your Home Depot employee.
