Hi Kyle,
E-Touch may be what you looking for.
But before I tell you why, just remember, most on BYOAC are amateur programmers. They do it mostly for the love of the program and not really in it for the money. To get exactly what you want is going to be a challenge. Sounds like you want a commercial program to go with whatever set up you have but dont want to pay a commercial price (I feel ya!). Most jukebox software is touchscreen compatible as it uses the 'touch' as a mouse click. All the free programs on BYOAC are what they are. Alot of the commercial DIY jukebox software has been abandoned with no plans for an update ever or anytime soon. Some say they are in developement but have been that way for a couple years now which tell me they are abandoned. You need to be a little more specific about your setup to make sure it is compatible with a PC then look at different software choices.
I use E-Touch. It is easy to use after you learn how to use it. Best of all, it is updated almost weekly with many many features added with the suggestion of the users. It is beta tested with select members and the testing results are either added to the final release or it is scrapped! It is purely user driven and looks fantastic. There are a couple E-Touch users that can skin very well and some new skins are coming in the next few days.
Goto www.freeboxjukebox.com for more info on the program.
btw, E-Touch used to be called Freebox, as you will see that some still refer to it as such!

Fordman
Fordman, you are more than a just user of ETouch. You should really mention that.

You also failed to mention that freebox isn't free..anymore. Not that $25 is a lot, but full disclosure to a fish on a line would be considerate.

That said, the OP never mentioned anything about cost in his criteria. He may indeed want a commercial program, if he can find one that fits his criteria.
1) Pulse Bill Acceptor; does Etouch support this?
Kyle, I honestly don't know anything about Pulse Bill Acceptor support, but for Touch screen capability and aesthetically pleasing software, if you are going to look at Etouch, also check out Album Player, The PC Jukebox and TouchTrax. A lot of folks on BYOAC will swear by ETouch/Freebox, which is a decent product. Those same people will pan the other programs, but the only real reason I can surmise is because there seems to be no further development on those. Still, decent programs though!
For additional help, perhaps you can add some details such as the purpose of your project. (ie make money in an establishment, personal use at home, build jukeboxes for resale, etc.)
Oh, also, you might want to elaborate on what you've looked into already. As a new poster, people will be less apt to help you if they think you haven't done any of your own homework.
