I've built a MAME cab awhile back and have know built a bigger and better one. What do I do with the old one? Sell it with all the software on Craigslist or sell it with a blank hard drive or what? I don't want any legal trouble but I can't just give it away.

You cannot legally sell it with MAME and / or roms installed.

What kind of controls do you have on each one.

I thought it would be neat to have one cab with a standard joystick + buttons layout, and another with trac-ball + spinner.

You could do one horizontal and one vertical too.

I guess I could sell with no emulators or roms. I could also sell it with a PS2 in it running one of the Midway Classics discs. It would be cool to make it vertical. But I still think my new cab with a 27" monitor might still be bigger. This one has a 20" TV in it.

Easy answer.  Flip the monitor to it's side and make a dedicated VERTICAL oriented cabinet.
