Start out by buying Saint's book,  Project Arcade.

what do i have to buy ...

A dictionary dude.

No seriously, read through the categories one at a time from the BYOAC main page, check the wiki then come back. I could probably sum up a general answer in one sentence but it will only make sense to someone of moderate knowledge:

"Get a PC with your chosen front-end and emulators, hook it up with a J-Pac and ArcadeVGA, wire it to all power up together and hey presto."

However, this may go over your head already, so read up first as if you try to run before you can walk you're gonna trip up...
