control panel clamp install

Hey all.  I got a set of control panel clamps off ebay but for the life of me I can't seem to get these to install. Is there a trick to making these things lock down?  Right now I can just lift the panel up and the clamps come loose.

*Edit:  I haven't used this kind of clamp before.  I stupidly mounted them in backwards.
