4 Joysticks - only 2 players and an IPAC 4

I am trying to set up my CP with 2 - U360's, 2 - Happ rotary mech.  The Ipac 4 is only used for the Happ rotary mech and all the buttons.

My problem is that I can seem to figure out how to switch from player 1 - U360 to player 1 Happ rotary mech and also switching the buttons. 

When a game  requires the Happ rotary mech I want those to be player 1 and player 2.

When a game requires the U360 I want to switch those to be player 1 and player 2.

I also want the buttons to switch also.

Does anyone know how to do this?  I looked thoughout the forum and can't seem to see how to do this?  I didn't think this would be this hard.

The way I  would do it is just set the individual inputs through the tab menu in MAME,    input (this game) vs input (general)
