and each time you cant find something there do a search of the forums. There is about a 95% chance that someone asked you question and received tons of useful info :).

Go to a hardware store/ lumber yard and buy some wood.  Go to the BST forum here and buy however many sticks and buttons you want and an encoder of some kind (or take your xarcade apart and use that encoder, but beware, there grounds are not common).  Go to an electronics place and get some 22 gauge wire and a soldering iron or some quick disconnects.  A wire stipper will be helpful, but you could just use a pocket knife if you want.  If using happ parts you will need a 1 1/8" spade bit.  You will need a drill and a saw with the appropriate blades.  cut the wood into your desired shape for the top panel and drill the needed holes wherever you want them.  If your feeling frisky cut some more strips of wood for the bottom support of your panel.  Glue those in place.  Cut the wire to length and wire the buttons and sticks to the encoder.  Plug the encoder into your pc and load up mame.  Play all the Thunder Jaws and Survival Arts you can stomach.

I would look here http://www.lizardlickamusements.com/pages/boards.shtml and pick up that board for your PS3. Parts are cheap and shipping was FAST!! (at least for me but I do also live in NC same as where it was shipped from)

As far as your 360 goes you might be able to use the same stick but thanks to MS and their hardcore third party policies on controllers you will most likely have to use a second stick for it. If it is a 360 I should say. I recommend looking around here or going to cheapassgamer and look for a blog post on how to make a fighting stick for the 360. Its very well written looks really easy to follow. Good luck in whatever you end up doing!

Have you tried doing any research at all? Thats the best way to start. Once you have some specific questions you will get much better answers.  ;)
