Looks like one of the handles is broken.

Also, looks like the yoke is mounted upside down on the panel, and the cover plate is mounted upside down on the yoke . . . odd?

Well, the yoke and the cover plate could be turned right side up.  The handle might be hard to replace.  More disturbing is the statement about "We don't know what it should have, so we don't know what's missing." and there are not pics of the gears and pots . . .
