I starting a new project, and deciding on the PC components to go in my cab would a, Intel Core 2 Duo E7200 LGA775 'Wolfdale' 2.53GHz CPU be overkill for MAME?

Depends on what games you are hoping to run.

Then no it wont be overkill.

You probably wont get Gauntlet Legends running at full speed either.

Im currently using a Core 2 Duo at 3.2ghz, and my gauntlet legends clocks in at around 90% speed during gameplay.

If you want to maximize your performance as well, you need to think about using a 64 bit OS and compiling your own 64 bit mame binary.

In my personal tests, I didnt see a difference between Vista and XP (64bit versions of both) performance wise.  I didnt get around to testing Linux before I went ahead with XP64.
