Happ 270 degree ffb wheel from code one dispatch to pc

I've seen several posts on how to interface the happ 270 degree wheel to a pc with force feedback.  All of the solutions appear to require lots of stuff I know zero about. It appears the best solution was posted by about guy named Aganyte http://www.gamoover.net/Forums/index.php?topic=20417.0

The biggest problem is i don't understand the language and the translation doesn't help.

Does anyone build these interfaces and sell them to complete noobs like me? Or is there a nice detailed tutorial in English?
