Apparently, this website sells rom sets. I'm not meaning to advertise this in ANY way. I'm rather curious as to whether or not anyone knows anything about these guys. Are they even legal?

No and why the hell would you have thought so!? Most of the copyright holders wouldnt sell the rights for use in this manner.

What kind of permissions do you need to have to get access to those boards?  Is it a post count thing?

requirements to get in pnr are:

1. read the rules of the board

2. PM saint asking to get access and in the PM explain in plain english in your own words what you understand about the rules.

Ive got a couple things there, they mail it to you the day you order it, legal? is anything rom related "legal" no, but it sure as hell beat hunting down an up to date mame set and even worst finding it and downloading it. Not any worse morally then downloading , rather buy it and be on my way playing
