Happ Joystick Install Question - Pivot Cylinder???

Hi, First off thanks for such a top forum,Im in the process of making my own MAME machine.
But ive got a question.
With the Pivot Cylinder installed,my joystick wont go long enough,Without it it seems ok.
Am i doing something wrong?

You have to push the white actuator piece up and the joystick handle down when you put on the E-clip.

EDIT.
K i think ive got it,basically i needed to push the spring together,By doing what you said,Then there's just enough room for the E-Clip.This correct.
