arcade vga stable picture problem

I have the latest arcade vga card connected to a hantarex polo 25 arcade monitor.

I get a stable bios loading screen and windows xp logo screen, and a windows desktop before the drivers are installed in windows.
 
The sync ok light is also on.
 
as soon as i install the xp drivers off the cd and reboot the windows picture is ghosted and jumping and i cant read a thing. The sync light ok is also off.
 
Any ideas?

Also I cant seem to get a vga monitor on the dvi port to work at the same time, the only way the external dvi port seems to work is when something is plugged into it then the single does not seem to be sent to the arcade monitor.

Is this an earlier Hantarex POLO or a newer POLOSTAR........ Please give the model number if possible.

As far as I know, the 25" version is the POLOSTAR.... It doesn't run native at 15Khz... It auto switches fron 24Khz Medium Res to 32Khz High res and can cope with a VGA signal as it is. You don't actually need an Arcade VGA card to run one. Although you can force them to run 15Khz they don't run well at that freqency.

This is very definately a sync issue.

It says HANTAREX Mod. Polo 25

The only other marking says CS IMQ V4239

This is definitely a 15Khz monitor. The BIOS screens and Windows splash screen are fine. I am not sure why its failing to work once the Windows drivers are running. Currently resolving via email...
