Need help remembering a game name

OK.  I know I've found the name of this before but I just can't remember.

There's a game that's side scroller where you are walking through some buildings and such and have to shoot the baddies.  The bad guys are colorful and wearing hoods of yellow or purple I think..

IN the intro part, there are bad guys standing in front of some huge TV screen type thing.

I know I used to love it but I can't remember the darn name.
