I have a 4:3, 27" High Definition CRT TV with Component in. I'm using a scan Converter with an old ATI All in Wonder card. I'm having some graphical issues with certain games (rolling lines that don't appear when displaying on a computer monitor through VGA). An example would be Hamster Ball, where the tv will have a line roll down the screen every now and then (doesn't happen on the monitor). For some reason, this drives me crazy!!!

But, I love the vibrancy of the color and the overall image quality using Component in rather than just running an s-video cable directly from the ATI card. So...
Should I just buy a new video card with component out and forget about the scan converter (I paid $100 for it!) or is there a way of preventing the problem? Some games work perfectly fine, while others (like Hamster Ball) have the line issue every time.
If I buy a new video card, which one should I buy? (must have component out) I'm only looking to use it for mame and other emulators, and the occasional arcade style pc game (like Hamster Ball).
Any advice or help would be most appreciated!!!! Ideally, I'd like to magically fix the problem with the scan converter, but if not I guess I'll buy a new card...
