Need help wiring Marquee light (Fluoresc.)

I'd like to use the original fluorescent light for the marquee of my Centipede cab.  

Perhaps some of the electricians here :) would allow me to pick their brains...
2 Questions:

1) This was originally wired to the cabinet's power supply/transformer.   Now that the PS is gone, can I simply rewire to a standard power cable and plug to a 110V outlet?  Someone put a sticker on the harness stating: 125V   yikes...   The Ballast however specifies: 35 amp 118V 60HZ.

2)  How would I wire this thing?  This is what I currently have...   I assume one is the Positive, the other Negative, and a ground.  But which is which?  Any help appreciated! ???

Looks like a standard flourescent lighting setup.   Here is a link to Bob Robert's site and his flourescent lighting info.

Well, I figured it out with that link from Bob Roberts.

The only problem now, is that it seems like I need to shake the whole thin for it to turn on.  I think it is the starter that needs the shaking.  is this normal?  It's a brand new starter!

It is not normal to be shaken to work unless there is a corroded contact that could be causing problems.   It might be that or it might be the capacitance of your hand near it.   Did you get a new flourescent tube as well.  Sometimes they get weak and do not fire right away.   Very common problem.

Well if everything is new.... Is the starter an exact match to what was replaced?   Is the starter grounded to your ground plug for AC?

On the other had Walmart sells short flourescents with a switch, cord and enclosure for about 10 that seem to work just fine.

I actually bought a full fluorescent lamp w/switch for $15 and replaced what was inside the cab.  However, I managed to use some of the original parts, like the steel frame, and the end sockets.  In other words, I only placed a new starter, ballast, and lamp.    I still needed to figure outnhow to wire it up, but I followed the original wiring...

And to make myself clear, the same 'shaking' was necessary with the lamp, right out of the box.  Should have returned it as soon as I noticed, but I figured maybe it was just that it was 'cold' or something.  grrrrrr....
