Upon closer inspection I think I've found the true cause.
He has connected the molex power connector on the back of the monitor to a cut off extension cord. He plugged this directly into the wall without going through a power supply.
He told me it made a very high pitched whine then a loud pop before he jerked the connector back out. I've only been told by other people that this means that the flyback is broken, I personally don't know what it would do to a monitor to send a too high signal.
Also, this isn't the monitor that is in the other thread.
I actually have two broken arade monitors in two different places.

I have considered fixing it, but don't consider myself adept enough to solder new pieces to the motherboard without breaking it.
